I have been unable to recognize any helpful symbols or writing on the photos of that stein to explain why it might be called a Senator's Cup. However, there are many current Senator's Cups in various sports. Cups are used as awards and as the name of many athletic contests, especially in sailing, horse racing, and soccer. This was even more the case in the 19th century. Today the famous ones are the America's Cup in sailing and the Stanley Cup in Hockey. But there are lots of lesser ones. This was also true in Germany, the Kaiser tried to rival the America's Cup with his Kaiser's Cup, for example. In the 19th century Bavaria had a senate. It is entirely plausible that this senate sponsored contests known as a Senator's Cup. Or, the stein could have been exported to the USA as many were, for use as an award for an American Senator's Cup. But I have found no reference to a 19th century Senator's Cup in either country yet.
