With respect to Westerwald manufacturers (Hanke, Thewalt, M&R, et al.) the answer to your question is yes, lid inlays were typically (though not always) interchangeable. However, just the opposite was true with Mettlach steins, where inlays were generally designed for a specific piece or matched group, but even with Mettlach you'll occasionally find exceptions.
