I never had a charge directly from customs, but I did have a charge once from a private firm which was supposedly shepherding my shipment through customs, a service which I did not request, and had never needed previously. It seemed to me that this was just another example of someone observing commerce being conducted and deciding to carve out a piece for themselves.
