It's "Last Reigning Kaiser" Wilhelm II also portraying the Kaiserin. I had one of these probably 30 years ago. There was probably a tag or certificate with it, but I don't remember the specifics. I think of Thewalt in that time period. It could be bought in gift shops in the US.
