To restore or not restore

I recently aquirred a somewhat worn stein. It shows a handpainted image of Kaiser Wilhelm on horseback in what appears to be a white or grey hussar uniform. It shows various sub-national flags on either side of him. The stein body itself is of pottery and I suspect it is a unmarked M & W piece. It is not porcelain, but a ivory colored stoneware. My questions are: since the main image is worn and dulled from age and handling, should I consider some restorative decorating of it (would that add/detract from it or affect it's value) and if so, is there anyone who does this? (I know David Harr does pewter work, but who does painting?). Thx, Ken
