German "C" versus German "K"

At one time I was able to Google a source that referenced an official document changing the "C" to a "K" in the early 1920s. I am pretty sure of the date as Albert Jacob Thewalt's grandson was born in 1926 and given his grandfather's name except that the middle name was spelled Jakob. I can no longer find that site that referenced the change. Does anyone know of a site that discusses such a change? Ron
