I would suggest that as the stein is dated 1914, it was a patriotic piece made immediately after the outbreak of the war and that the stein makers would have had some cobalt in inventory. If you go to the links page and visit Dave Haar's page you will see a Dumler and Breiden patriotic piece of the same vintage using cobalt decoration.
