John, my guess (just among us "John S." folks!) is that the Konig refers to the king of Bavaria attending those maneuvers since Ulm is in that state. After the unification of Germany in 1872, the Kaiser controlled all of the German army except for that of Bavaria. There was to be one unified army under the Kaiser if war started. So in 1914...that's what happened.
