Your stein from Neu-Ulm is obviously a Bavarian regimental stein, and although you don't say, my assumption is it was probably named to the Royal Bavarian 12th Infantry Regiment. When your stein was produced, Bavaria was a kingdom within the German Empire, which at the time of unification in 1871, had insisted on a degree of independance for its army from the Imperial German Army. In the years before the Great War, while Bavaria did participate in the "Emperor's Maneuvers" when held in the south of Germany, they also staged their own "King's Maneuvers" independant of the Imperial German Army.
