John, I would think it would be the post office that did the insuring. They usually require the original insurance form. In the U.S., for domestic shipments, either party can file the form, you just need the item plus the original insurance receipt. It is not a quick process. If you bought it through eBay, you might need to get them involved if the seller is not cooperating with you. Ron
