The United States Postal Service has new rules as of January 1, 2006. To report loss, rifling or damage of an article, mail to or from a foreign country call the International Inquiry Center at 1-800-222-1811. You will need to provide the following info. 1) mailing receipt number or item barcode number 2) names and addresses of the mailer and the addressee 3) your telephonr number 4) date of mailing I think more info can be had at http://blue.usps.gov
