"The Mettlach Book" places a high value on this stein from Mettlach's BAVARIA line - $2600-$3400. This of course applies to a mint version, including inlaid lid. The lid is a square(?) shape with a relatively small inlay. Although I am not familiar with the design on the inlay, these steins were decorated with handpainted transfer designs, and the inlay is probably the easier part of fabricating a replacement lid - the pewter would be more difficult and would require a lid to serve as a model for making pewter molds. The feasibility and cost of doing that is not something I can speculate about. The price of the stein you saw seems quite reasonable in light of the high value of the mint version, as long as you are prepared to deal with the lid situation. For an etched stein with inlaid lid with book value of $600-800, the absence of a lid *might* cut the value in half. That would seem to be much too high a discount in this case, so the stein could be a good purchase. It's always possible to locate a damaged body where the lid is either mint or readily repairable and could be switched onto this body.
