Well, the picture shows Kaiser Wilhelm II in his naval uniform. Thumblift is the Kaiser and Franz Joseph of Austria in profile. The lid is a Iron Cross, what is unusual is the II missing from underneath the 'W' - would date the stein from sometime 1914 and later because of the Austro-Hungarian/German alliance (common after the start of WWI). It is not a regimental stein.
