It stands for Philadelphia Schuetzen Verein. You can Google the name and it comes up. I did not look long enough to find a history of the Verein but it is mentioned in several links one of which concerns its 25th anniversary 1871. There were undoubtly Fest programs for the 1871 25th and the 1916 70th Anniversaries and probably programs for other anniversaries was well.
