There were many, many potters in the Westerwald region, so pinpointing one artist would be near impossible. The touchmarks on the lid would tell you who mastered the pewter fittings; there are reference books this subject that would be helpful. Some artists used communal kilns for a fee, maybe the x was his way of identifying which pieces were his after firing.
