I suspect there is some staining or dirt in the bottom of the stein. If it were a colored lithophane, there would be colors painted on the bottom of the stein. You might try cleaning the bottom, both inside and outside, to see if that sharpens the lithophane when held against a strong light. The picture should be in shades of grey.
A lid would enhance the beauty of your stein, but since it is of modest value you need not worry about additional insurance (I would guess a lid would not increase its value beyond $200, if that, since it is not the original lid). If you are interested in getting a lid, see the article on pewter repairs in the Library section of this site. These type of steins were popular circa 1900, and I would guess your stein would be in that time frame.
