Water is the most universal solvent. Warming it helps. The vinegar acts as a mild solvent that can break up oils a bit. When I was young and working in a grocery store, we used to us warm water and vinegar to mop the floor. The vinegar would leave the wax, rather than soap, which would remove wax. We'd mop almost daily, but wax only weekly. I don't know what the corn starch does...?
