The letter you cannot identify is §, a double "s". It is a shooting prize awarded to someone on Feb. 14, 1905 and the winner's initials appear to be included.
The base looks like it was covered with a heavy paper or thin wood which is unusual to have survived for 97 years. The full body design is also unusual. Is it hand-painted? It looks like it to me and, if so, the workmanship would add to its value. The bands around the base and top and the handle design should indicate which factory actually made it but I am not willing to venture a guess since it would only be a guess. Hopefully someone else will see it and add that part of the mystery to your knowledge of your stein.
The lid looks like it has some discoloration on it, possibly nicotene stains from sitting on a shelf above an area where people smoked for years. Some collectors recoil at this suggestion but it works for me. I would spray it with 409 and gently rub it with a soft cloth.And then rise it. If you do, be careful of the base covering. It should come out looking quite nice. Do not use an abrasive cleaner like Comet or a silver polish. Of course, you can just leave it alone if you like it the way it is.
