David Harr has an article on symbolism in the current issue of Prosit. If your fish is a herring, it is an Old world remedy for sobering up the next morning. This is probably the case since your cavaliers are drinking, apparently rather heavily.

While the country of manufacture marking was required for exports after 1891, it did not preclude firms marking their products prior to that time. In the case of a product unique to or closely associated with a particular country (such as German steins), a manufacturer might be want to mark his product out of pride or for marketing reasons.

The Mettlach Book (page 19 of the 1994 edition) states the etched steins "have etched marks and sometimes stamped trademarks as well." I don't think there is any special significance or reason for the two marks appearing on the same stein. I have seen this on a number of Mettlach steins.
