The message you have transcribed in bold-face type has several words run together and several errors in spelling.
My interpretation of the paragraph would be:

The heartiest new year's greetings are hereby conveyed in loyal comradship (camaraderie) by the officers' mess near the high Vermac (name of the mountain range pictured.
I have not been able to find the location of this mountain range. A detailed atlas might provide you with an answer.
