I've not seen that mark before, however, it probably is Saar rather than Saal. It is similar to a mark used by V&B's Dresden factory until 1945. Mettlach is in the Saar Basin. After WWI, this region was under the control of the French and the wording "Made in the Saar-Basin" was used between 1918 and 1935, when it again became a part of Germany. My guess is that your mark was used after WWII and prior to dividing Germany into East and West, probably even before it was called the French Zone when it was thought the region might be returned to the French.
