In all likelihood this mark indicates the retailer or finishing shop which had these steins produced. I strongly suspect that the letter "S" signifies Stuttgart and that the first two letters indicate the firm. Many similar Festkrüge produced in Munich are similarly marked, with the M appearing on a separate line below the other two letters.
Festkrüge were produced in large numbers to suit a one-time local market. The normal practice would be to develop a design for the Fest and apply it to a stock body which could be produced by anyone. The actual stein-maker would have no lasting interest in the design, as it was quickly obsolete, but he was happy to fill orders for finishing shops to adapt to their own purposes.
