As a general term, and in the context in which John McGregor used it, "Steinzeug" simply means "stoneware". This is one of several types of ceramic which are distinguished by the degree to which they are impervious to liquids, their weight, and their strength. Much (most?) blue and gray wares are stoneware. But other colored wares may still be stoneware, Mettlach being a prominent example.

I don't understand any connection between your observations about the relief work and whether the stein is stoneware or not.
