I have seen an occasional piece which I think is like this. It is not pewter, but some cast metal (one of your photos looks like it might have a copper base). Very ornate, very thick casting, very heavy (as you noted). It can't possibly have been meant for use, as it is too heavy to handle comfortably even when empty. For some reason I think "British", but I don't know why. I suspect its appeal is strictly decorative, and even at that it would seem to be limited. Maybe someone else will chime in.
