Hard to understand since a bid is a binding contract, therefore I would think the seller does have an obligation to sell an item.
This blurb is taken from eBay:
Non-Selling Seller
It is not permitted for a seller on eBay to refuse payment or delivery of an item at the end of a successful sale.
If a seller has refused to complete a sale and payment has not been sent or payment has been refunded, report the seller . Make sure to include a copy of the email documenting the seller's refusal to complete the sale with the full message text and complete email headers when making your report.
It goes on with more bla bla. Let me know if anyone is interested in the exact link to that page where I took the info.
It does not make much sense to me that a buyer can get suspended for not paying, yet a seller can just keep on going and just get a minimum of a negative feedback and keep on selling.
