I think you've got the date wrong, Ron. I read it as January 7, 1904.
I can't find any mention of "Phönicia" in reference or on the web.
One last suggestion is to look at the decorator's signature at the bottom of the inside of the inlay. They usually indicated the city.
While student associations at universities are generally the "mainstream" of student Wappen, there were many associations, both academic and other, that developed similar types of societies. The university societies are hard to identify, the others are much harder.
