Most of the dates I have seen for the founding of the association are shown as three numbers. I think you are correct in reading the year as a combination of the 19 on the left and the 04 on the right. When only three numbers are shown, the day is on the left, the month is on the top and the year is on the right. Sometimes a Roman numeral appears below, where the seven is on this one. Do you know what the Roman numeral signifies? Since this stein appears to use all four locations for the founding date, I think it would be logical that the top number is the day and the bottom number is the month.
