Jason, It appears to be a Girmscheid-look-alike. It has several features that are typical of Girmscheid, but some subtle differences that probably make it an imposter -- like the frieze band, the thumblift, the handle/leaf... Age? Maybe as old as 1930 - 1960? just a guess at that.
