Tony — The scene on the eBay stein (which I assume is now yours) looks to me to be taken from yet another Defregger painting. The style and subject-matter would clearly point in that direction. Given the mold number and the general configuration of the stein, I suspect it's likely that it was made by Reinhold Hanke.
As regards the process for making the the stein, whether or not it's a reverse rendition of another image, the "mother mold" was made from a clay model that was created by hand by a modeler. There was no particular process by which an image might have been "flopped". What you see is the end result of nothing more than the modeler's skill and effort.
