Mark — I don't know that there's any "rule" to cover the type of inscription that appears in the photo, but my suspicion is that most Mettlach collectors would not be inclined to pay full price for a stein with someone else's initials painted on the front, unless it could be shown that the person to whom the stein once belonged was some sort of VIP. If that were the case, it might well add to the value.
Assuming the provenance is unknown, I'm guessing that the inscription is nothing more than some sort of paint over the glaze and, if considered undesirable, could fairly easily be removed without damage to the stein. - fjl
