Reinhold Merkelbach produced a design by Ludwig Hohlwein which displayed a horse drawn coach with a man standing beside it, and that is probably the scene you see. This stein (and a few others by the same designer) were produced over several decades in several different color combinations. The cobalt version indicates a fairly late production. The mark on the base by which you concluded that the stein was by Merkelbach may be a better indicator or its production era.
