I haven't seen it before, so you might consider it rare. However, this is a clear case where rarity -- or scarcity -- does not imply valuable. The seller understands that, as his opening bid is realistic. This is a modern stein, it has some wear, and is not particularly attractive to begin with.
By the way, the "monk" seen in the lithophane in the base, is actually the Munich Child, the official and unofficial symbol of that city.
