It appears that the entire lower section of this stein has been systematically chipped or ground off, presumably to eliminate a damaged area. The area which is missing is probably about an inch in height.
This stein appears to have been designed by Karl Görig, a designer who worked for several different Westerwald potters during the Jugendstil era, circa 1910.
The body is not restorable (well, of course it could be restored, but the cost and effort would not be justified). My recommendation would be to request a refund, if that is available to you.
