Horns were a very old form of drinking vessel. They were made from - surprise - real horns! They were suspended from chains or cords and could be slung around the neck. In more recent times the question of how to set them down has been resolved by stands which cradle them, some of them made in silver and quite elaborate.

Horns have also been made in glass and ceramic, sometimes with pedestal bases formed as part of the piece. This type of base is very indicative of recent (20th century) manufacture, and I suspect it is the type you have.

It should properly be called a drinking horn, although some have even been fitted with a hinged lid!
