Anything that was made in the past can be copied, so it is entirely possible that the combination you suggest could occur. It is also possible that the pewter has been replaced with older pewter although it would probably be an obvious mis-match. The dating usually accepted for the changes in pewter style is simply a general guideline. Styles changed slowly over a period of years as pewters accepted the new techniques. It wasn't like turning on a light switch and everyone changed in unison. Other factors such as the style, techniques and marks used when the stein was manufactured must be taken into account as well as the pewter style.
