The most precise term for this piece among collectors would be a serving stein, separating it from drinking vessels, but still categorized as a stein. It was made ca. 1900, blown, faceted and further cut, glass inlay is similar to a flat-topped prism (although the side facets seem to be curved, a nice touch). I would be amazed if someone identified the manufacturer of this piece with any certainty - it just doesn't happen with the vast majority of glass pieces.
"Sitting wobbly" is an indication that the base was not cut perfectly straight. This is easy corrected by adding a small felt pad or two around the edge of the base to stabilize it.
