Drowning Frog Stein

I am curious about a stein that I just purchased. Many years ago I heard that when a patron of a bar had had too much to drink the bartender would give them a stein with a frog in the bottom. This would mean that they were cut off. The stein is a Thewalt dating 1897-1918 according to the maker mark. Beneath the handle is a mold mark of 470. The size is 0.5 liters. The scene is of a picnic with five men, three women, and a dog. Mostly I am hoping that someone can tell me about the frog. If the story is true about the cutoff. Are these steins common? This is the first one that I have seen. Thanks.
