You're right. There were more garrisons located near the west and eastern borders and it is true that consumption of beer probably was greater in the south. But also it's generally accepted that the heavily bombed industrial areas in the north and the Soviet "cold war" occupation in the east also contributed to the scarcity of regimental steins from those areas.
