(1) I deleted the previous comments on this topic in favor of a more concise and coherent statement. They are available if you have some need of them.
(2) Thanks for asking about the date, I had not realized there was a conflict. I was told by the printer that they were sent on the 9th, but I have a copy of the mail shipment form which is stamped March 5, so that is apparently the correct date. I will change the material linked above.
(3) My intent in providing the pdf version of Prosit was not to offer that as a replacement for the printed copy, but simply to make the material in that issue available to you and all others who might choose to read it in that form while continuing to wait for the PO to deliver.
(4) Your understanding of Pub Watch seems to be the same as mine - it has to be initiated at the local PO and only applies to the future, not the past.

As for providing replacement copies, should the PO be unable to deliver, we do not have a full accounting of how many issues are missing, and although we do have a small supply of over-prints, it is very likely insufficient. In other words, if these issues don't show up, then we have no solution to offer. If we reprint and remail, it will be expensive and the cost should not be borne by SCI. If we skip this issue we might consider extending memberships by one quarter, but that is equally as expensive. If it comes to that, meaning we get no satisfaction from the PO, I am certainly not the one to make a decision about it, that would be up to the board of Trustees.

As noted in the "delivery information" link above, two three four five six issues which were reported as missing yesterday were delivered today. Hopefully the remainder are about to show up as well.
