Hollow ceramic objects, like the barrel in your stein, require a hole of some sort for venting during the firing process, thereby allowing for air expansion as the temperature rises. Neither version is a "mistake". Sometimes they were vented in the barrel lid (as shown in Prosit), and sometimes under the barrel and not visibly (as pictured in the Beer Stein Library and in your example).
