I don't know much about R.Bay. When I was trying to find out about E.Bay (Egon Bay) I came across the marking. Both of these markings are on typical modern souvenir steins. Egon Bay is a person's name, it may be a smaller family stein making or decorating business(s). Stein making tends to run in families in Germany.
