Frank, In 1913 the U.S. flag would have had 48 stars. In either case, the 46 or 48 star flag would have had 6 rows of stars. I think the artist guessed on the layout. How many Americans today can draw the correct layout of our 50 star flag? The German flag is correct for that period. My guess is that the stein represents some German-American club, possibly one that met at the Mathaeserbraeu in Munich.
