That makes the question more interesting. I would have said that the dedication to Admiral Beatty added a lot to the value, as well as dating the stein. Likening Beatty to Nelson is really hyperbole; but, he's still famous and known by anyone with an interest in military, especially naval, history. On the other hand, I can't imagine a city giving some totally unique and valuable gift to a visiting admiral. More likely would be a quality, traditional item.
