Michael, I don't have an answer to your question, but I may have a clue for you to research. Click on SCI Home Page at the top right of this page, and then click on the Library link on the home page. Scroll down until you find an article titled, "The Basic Marks -- A Beginning," and select it. The second set of marks shown, for Dümler & Breiden (Höhr), are very similar to the marks on the lids of your steins. Your marks could be an earlier version of those. Keep checking back here.
