In engineering terms this is called a roll pin. These are often used as hinge pins in low cost castings where there is not a great deal of movement. This looks like an enterprising repair where the hole/s on the non moving item is slightly undersized and the hole/s on the moving item are slightly oversized, allowing the pin to achieve its hinge function.
