There is the “Hamburg Crest” above the writing. Hamburg represents the gateway to the USA, so the whole meaning of the verse boils down to: if you can’t drink as a German don’t stay in Germany; go to the US. This is a cute, funny and somewhat satiric verse on a Stoneware stein, made in the Jugenstil (Youth style = Modern art) period, 1890-1914.
 
Ein Deutscher der nicht trinken,
kann verduste übern Ozean.
A German who can't drink,
should scram away over the Ocean.
