This verse comes from a 19th century folk song and relates to another folk song that instructs one to pluck the roses on one's path before they wither away. In other words take joy of life while you still can. The Jugendstil (youth style = modern art) stein is salt-glazed stoneware marked only 1806, ca. early 1900's.
 
Jede Blume sei gepflückt
die Gemüt und Herz entzückt.
Each flower is picked (and)
