It looks like the dog's headed for home, but the old Zecher (boozer) isn't quite ready. The verse is from an old German-student, drinking song. Note how the party balloons are steadying the old gentleman. The glass stein has some elements of Jugendstil (youth style = modern art), ca. early 1900's.
