Is it a correction? The first line (the bottom of the arrow) was found to be incorrect capacity and the 2 upper lines were added to show the full measure. The arrows indicate the true mark. I’ve seen x’s through an incorrect Stamped capacity line before and the new one in paint.
Just a thought.
